Samantha Weaver is the Director of Interconnection and Grid Integration Policy at the Coalition for Community Solar Access, where she leads CCSA’s engagement in policy discussions and regulatory proceedings related to interconnection, grid planning, cost allocation, and grid modernization.
Sam previously served on the Public Policy and Local Development teams, respectively, at East Bay Community Energy (EBCE), one of the largest community choice energy providers in northern California. At EBCE, she led EBCE's engagement in regulatory proceedings, developed initiatives aimed at assisting low-income customers, and launched EBCE’s first community solar program. Prior to EBCE, she held roles at Pacific Gas & Electric focused on strategy, policy, and regulatory affairs, and supported the filing of PG&E’s first Grid Modernization Plan at the California Public Utilities Commission.
Samantha spent the first half of her career conducting renewable energy data analysis and market research, and previously held positions in the Electricity Markets & Policy Group at Lawrence Berkeley National Laboratory, and at IHS Emerging Energy Research. She holds an M.A. in Urban & Environmental Policy & Planning from Tufts University and a B.A. from Kalamazoo College.
