Victoria Johnson is a transformative and accomplished practice leader with 20 years of experience in the infrastructure sector and architecture, engineering and construction (A/E/C) industry, leading a diverse portfolio of work in major U.S. markets including New York, Los Angeles, San Francisco, Seattle, Miami and Atlanta.
Victoria is a global thought leader and speaker, providing social impact perspectives in Europe, Australia, New Zealand, Africa and the Middle East on global imperatives including social value, environmental social governance (ESG), sustainability and resilience.
Victoria serves in leadership roles in several national professional societies, including the NCS Infrastructure Recovery Panel where she is advising the Biden-Harris Administration and 118th Congress on legislation and policies, including the $550B Bipartisan Infrastructure Investment & Jobs Act (IIJA).
Victoria is a published author on best practices in people-centered infrastructure, including a congressional article on Capitol Hill, Investing in people to power our infrastructure | The Hill, highlighting economic development and workforce strategies via IIJA.
Victoria leads an Equity Advisory Services Practice at HDR Engineering, Inc. providing management consulting expertise in Program/Project Management, Capital Improvement Planning, Strategic Planning and Economic Development in conjunction with large infrastructure programs globally.
She is an executive advisor and trusted partner to government officials in the development of infrastructure-focused plans, policies and programs to maximize investments via capital improvement, consent decree and large redevelopment programs in excess of $25B+.
Victoria’s clients consist of federal, state and municipal government agency executives throughout the U.S, Canada, Europe, Australia and New Zealand in multiple sectors, including water, transportation, transit, aviation, energy, solid waste, federal and the built environment.
Victoria received a Bachelor of Arts in Communications and English from Purdue University. She is based in Atlanta and a proud native of Orange County, California.
