Jim Kennerly is a Consultant at Sustainable Energy Advantage, LLC. At SEA, Jim serves as the deputy lead for SEA’s distributed energy practice, overall lead for SEA’s Northeast Eyes and Ears services regulatory, legislative and policy tracking services, and co-lead for SEA’s Massachusetts Solar Market Study. Jim's main areas of expert consulting services include distributed renewable energy cost, price and deployment forecasting, as well as market entry, due diligence and policy advisory services. Jim also leads SEA’s annual support to the Rhode Island Office of Energy Resources (OER) and Distributed Generation Board in developing Ceiling Prices for the Renewable Energy Growth (REGrowth) program, and was co-author and analysis lead for the consultant report commissioned (and used extensively) by the Massachusetts Department of Energy Resources as the basis for key aspects of the declining-block design of the Solar Massachusetts Renewable Target (“SMART”) program.
Previously, Jim was a Senior Policy Analyst at the North Carolina Clean Energy Technology Center, where he worked on the Database of State Incentives for Renewables and Efficiency (“DSIRE”), and led the NCCETC’s participation in a national technical assistance and research grant for the U.S. Department of Energy’s SunShot Initiative. Prior to that, Jim was a Regulatory and Policy Analyst at the North Carolina Sustainable Energy Association, and an Associate at ICF International. Jim has a Master of Public Affairs degree from the Lyndon B. Johnson School of Public Affairs at the University of Texas at Austin, and a B.A. in Politics from Oberlin College.
